The concrete cost index is constructed as a set of several sub-indices and factors, which makes the index reliable and prevents any single factor or actor from influencing the development of the cost index.
The concrete cost index is mainly composed of the following cost factors:
- binders, mainly cement
- Aggregates, mainly cement, mainly soil and stone
- Transport
- Labour
- Electricity and other energy
For concrete, cement is the single largest cost driver. Therefore, as part of the Concrete Cost Index, Forecon commissions a monthly survey on cement cost trends, targeted at cement producers, buyers and importers.
The Concrete Cost Index is constructed according to general index principles and the results are published monthly as a continuous series. The weight structure of the index is not published. The point figures of the cost index will not be changed retrospectively, unless the sub-indices used retrospectively show significant errors in the weighting of the sub-indices used. This makes it possible to include an indexation clause in contracts, whereby the contract price is linked to the evolution of the concrete cost index between certain points in time.
The concrete cost index will be published for the first time in December 2023, with the first index point in November 2023, and a new index point will be published each month by the last working day of the month. The concrete cost index will also be determined retrospectively. The index will be published on a website maintained by Forecon so that it is freely available to all operators. Forecon is committed to producing the index until at least the end of 2025 and beyond if agreed.
